President Trump congratulates General Milley as Joint Chiefs chair
President Donald J Trump on Monday, September 30, attends a rainy welcome ceremony for General Mark Milley (MIHL'-ee) at a military base in Arlington, Virginia. He congratulates Milley on being appointed as chairman of the Joint Chiefs of Staff.
President Trump starts his speech saying rain is auspicious: “All of my life I’ve heard that if it rains on a big occasion, it brings luck. So, Mark, I think you’re going to be the luckiest general in history.”
The president welcomes Milley to his new post.

Mark, I want to congratulate you. You're my friend, you're my adviser, and you deserve this position. I never had a doubt. Congratulations."
The role of the Joint Chiefs chairman is to advise the U.S. president, defense secretary, and the National Security Council on military affairs.”
Milley says, "Thank you Mr. President for the trust and confidence that you have placed in me to become the next Chairman of the Joint Chiefs and for your personal leadership and commitment to our uniformed men and women.”
“You can rest assured that I will always provide you informed, candid, impartial military advice to you, the Secretary Defense, the National Security Council and to the Congress," says Milley.
Previously the Army chief of staff, Milley succeeds Marine General Joseph Dunford.
