Funding bill passes both chambers

a bipartisan vote on a $333 billion spending bill has passed both the Senate and the House and will move legislation to President Trumps Desk to sign. The legislation will keep the Federal government open and Finance 55 additional miles of fencing along the U.S. Mexico border, far short of what many experts have recommended, and what President Trump was aiming for. In a surprise announcement Thursday, before the signing of the bill, Senate majority leader Mitch Mcconnel said he spoke to the President.

It’s not clear whether the President will even sign the legislation, or bypass lawmakers and declare a national emergency. What would be expected, Democrats are against the idea of declaring a national emergency alluding to an abuse of power, even though According to the Federal Register, 58 national emergencies have been declared since the National Emergency Act of 1976 was signed into law by President Gerald Ford. President Obama declared a national emergency 10 times in his two terms in office. President Trump has already declared a national emergency 3 times. Before the house of representatives signed the bill, a debate on the matter showed the partisan divide.

In order to get to the President’s desk, it has pass both Chambers. Senators were equally divided, but eager to sign the bill.

Congress can not stop the President from declaring a national emergency, but they can file a joint resolution of termination to end the emergency status if they believe the president is acting irresponsibly or the threat has dissipated. The bottom line, if the President declares a national emergency, this matter will go into months of litigation. President Trump is expected to speak on this matter in the rose garden Friday, stay tuned.
